Heres my advice:
Hold onto your old ones. They are trying to work on getting the old ones fixed too, but the fix for newly looted ones was finished today or so. Already put in some ideas on getting it fixed (one was from the other Proton Rifle thread here), and voiced all of your concerns...
Still pushing for getting this a schematic too..

No idea, and you don't have have to apologize for being negative...this is one of many commando things that im a bit frustrated at over at the corr forums. For me, *one* piece of good news helps, it helps a lot considering everything else not working quite right...

i guess you have a point.
i'm just tired of commando being taken one step forward then five giant leaps backward.
