I think you have all the steps right, except that you are doing the "preview" at the end.
What you do is:
1) Make your sig the way you want it (hit reply to a post, and compose in your post window).
2) Hit "edit as HTML"
3) copy and paste the entire mess of HTML into your sig. There will be a lot of HTML gibberish there, and you need to paste the entire thing with the HTML gibberish.
DO NOT SUBMIT THE POST THAT YOU USED TO MAKE YOUR SIG...
4) save your changes to your sig
5) Check out an old post that you made to see your sig in action. You don't need a new post, it's retroactive.
When you write out your sig, if you're having trouble getting single spacing, follow the steps above except do the following:
A) Hit "edit as HTML"
B) Write out the plain text you want in your sig. Line breaks should be single spaced.
C) Hit "graphical Editor"
D) Starting with #1, follow above instructions.
