If you want 100/100 damage, you wouldn't use the PFT. The LBC is what you would need to do that. One shot with body/leg/head shot and you do more damage then the 100/100 AoE attacks.
Even ignoring this, if every shot is an AoE, even at 100/40 you'll be doing more damage (or at least the same damage for less action) then the person who can only do 100/100 every 2-3 shots.
To get 100/100 damage, the carbineer can still use his/her 1000 damage elite carbine. Commando has to switch to much less powerful weapon.
Further, its quite difficult for a Commando to fire any weapon every second. Every 2 is the norm for me, even with +25 heavy weapons speed, +25 general ranged speed, and the current doc speed buffs. It may actually be every 1.5 seconds, but its showing up in the log as every 2 seconds. If AoE damage is your game, then Carbineer/Pistoleer is a much better choice to live that ROLE. They can do MORE damage per shot, for less action cost. Remember...Its 250 pt vs 250 pt. Not Commando vs Carbs. Or Commando vs Pistols. In that scenario, Commando would STILL lose out due to the speed of our weapons, and high action cost.

I just wish they would let weapon smith's craft all commando weapons with higher elemental damage. reverse the numbers 30 - 120 energy 1000 fire would look good to me and my aoe attacks work be working great

If I remember right, that is how it was in the beginning. Weak damage, but the DOT was godlike. To godlike, so they switched the numbers.
