I have a flamer that converted on Valcyn to 497.27 dps... w/o a pup.... and w/o using any heavy weps speed mods.... anyone know if general speed mods will drop on Sea's?

The former consumables are pupable, the flamethrower isn't (not sure about the HAR, but I'd guess it's not).
