Update on this just slightly...
I recently found out a little more regarding how Buff's will be involved after the Revamp...Again, while I can't currently give specifics, I can tell you what the programmer generally said...
Low to Mid range PvE content will NOT require Buffs depending on your Template make up (i.e. if you go purely offensive on your template or have something like a Crafter/Combat template a Buff might be needed)...
Higher level content will still require buffs...What fun would it be if we could kill anything and what market would Docs and Entertainers have if Buffs weren't needed at all?
As for PvP...it also comes down to strategy, situation and how your Template is built...Some professions in the revamp will be high on defense but low on offense and other's will be vice versa...If you are fighting someone who is buff'd, it might be a sensible idea to be buff'd, but if you have really good defenses or have a particular make-up, you may not need to worry about your defenses as much as your opponent...
I know that's a bit cyrptic, but as I've said before, it will make more sense as the docs start to get posted (hopefully next week)...
And since I am sort of evil with dropping hints...I'll drop this one for you all to chew on today...Changes are coming in the Revamp that will make Combat last longer whether Buff'd or Unbuff'd...

The only thing i can think to say to that last post (since i dont know anything about the CB yet) is that right now, and i hope always cuz i like it this way, the way you build yer temp is as much a strategy as PvP. Not so much PvE cus the NPCs and creatures arent very smart rlly haha.
Im in the same boat as u sorta, I picked Commando/TKM so i could use hand to hand when fighting up close and commando as a support type deal. But TKM does give me advantages in combat because it increase my defense a little which can help.
I dont know if this helps but thats what i came up with.
