Check out the CM FAQ stickied at the top of these forums.
Also, you need generic liquid petrochem for crafting poisons in addition to what the FAQ gives you.

There are a multitude of poisons, and most have their special situations to use them in. However, in general, in a good poison, you should look for:
1) Is potency above 100? If not, try another vendor
2) Is range more than 30? If not, try to find one that didn't use rancor bile. (Unless you would prefer to have some 80 uses, in which case go for it if you find one that has a ton of uses that you like.)
3) Maximize effectiveness. You can expect an individual poison to be more than 300 effectiveness, an area poison to be over 200, an individual disease to be about 110 (or 120, I can't remember off-hand), and an area disease to be somewhere around 100.
As for resources, as already mentioned you can check the FAQ. Note that for subcomponents, you tend to want OQ and DR, and final combine resources you tend to want OQ and PE.
