In the In Test section, I found the following statement: "Combat XP grants were removed from combat healing, poisons and diseases. Those actions will still count towards looting permissions."

Does this mean that loot rights are now (or will be) granted for Combat Healing, as opposed to just poison and disease?

Not quite sure. Most likely it will still count only the damage done to the MOB, since likely it'd be hard to code for group healing as a means for loot permission.

Although I will check into it just to verify.
