Is there a reason, either technical or political, that NPCs and mobs do not have any substantial secondary stats? What I mean is that I still have a constitution disease pack I made 4 months ago, and have never had a reason to use it up. It seems like a good way to improve PvE combat, and make combat medics more useful in it, would be to add impact from secondaries to computer controlled creatures and players.
For example, currently on the corvette there are creatures with 80% resists and 200K HAM. Rather than creating this drastic a difference betweena storm trooper and an "ordinary" human, why not give them 50k HAM and 50% resists. To compensate, give them an exceptionally high constitution (due to training and being an elite, conditioned warrior), so they regenerate 100 or 200 health a second or something. Then, a party can choose to add another Teras Kasi, and try to overcome the regeneration speed of the enemy, or a combat medic to disease a secondary and undermine the regeneration. (Idealy the same would be done with stats like quickness, to stop NPCs from using special attacks, but I'm sure that would be very hard on the servers.)
This would make combat medics more useful in PvE combat against big mobs, make it much more difficult for individuals to solo large mobs (as they would regenerate as fast as damaged, and if you withdrew from combat, they could heal up as fast as you), and hopefully slow down the introduction of these 150K 80% resist minor deities. Not to mention it would make our currently useless strength, stamina, quickness, constitution (and to a lesser degree willpower and focus) disease packs useful. Well, at least some of them useful in certain cases.

Mobs have secondary stats of 10, always have, always will. Secondary disease packs are meant for pvp. If a CM's only area diseases were secondary stat ones, we would also be balanced

Secondary stat diseases are for the most part useless since they stop wounding at +1 of a base stat. A buffed player won't feel it until they are dead.
