Thread: CM Effectiveness skill cap?

Speaking of questions to pose to the devs, I realized this one had been bugging me for a while. However, it's not important enough to warrent an "official question" though, thus the new thread.
Why is combat medic effectiveness the only skill which has a hard cap which skill tapes can not overcome?
I understand why med use and combat med use tapes do nothing (to prevent a 0004 CM from throwing an area poison C and a non-medic from using stims respectively, basically trying to fake a certification system). Even with those though, it's the tapes which do nothing, rather than the skill level being capped.
To the best of my knowledge, combat medic effectiveness is the only skill which has a hard cap, of which tapes can effect below the cape but not above the cap. Is the difference between a 450 tick area poison and a 500 tick area poison really that big a deal to make a special case of this skill? Does anybody know any good reason for this? Thanks.
