Is it possible to be BOTH a Master Combat Medic and a Master Doctor? and if it is, what x-x-x-x do I have to go up in marksman to do so?

Yes you can be a master in both. The only requirement in Marksman is 0,0,0,4 which is needed for advancing to combat medic. After the required points for Master Medic, Master Combat Medic, Master Doctor and the marksman tree you will have 18 points left over to use on other skills.
