is it just me or does AE healing in PvP not work for crap?

i can be covert or declared, and it keeps not healing some friendlies that are in range, same situation with pets, whats the deal? am i supposed to be allowed to heal faction pets like storm troopers? if im not supposed to be able to, then my question is why? they are pets just like creature pets, in fact some are more humanoid, shouldnt i be able to heal them? sometimes it does let me heal them, but i can only do it with short range stimpacks, not ranged or AE stimpacks
