It has +5 MWE, so you only need +20 in SEA's to cap. Not worthless at all.

My CM wears one, in fact I think its a rather iconic piece of clothing for a Combat Medic, those shimmering green jewels that say "I will poison you".

I seem to be landing dots a bit more effectively, maybe its just psycological, or maybe its not, I am not real sure to be honest.
