Combat Medic Archive

I made master combat medic yesterday and the first thing i did was to try and make a mind area disease C stimpack. However i get that bug where the final product turn out a 886 combat medicine rating, i experimented down to around 556. Now i read its some kind of the bug, but by reading the boards, it seems some people can make mind area disease C. So my question is if the bug affects only certain people? Or is there a special way you have to craft the stimpack in order for the medical rating to come down to normal? I've made some area stims and they work fine, i was using basic stuff when i tried making the mind stimpack. Do i need to use advance parts? Any help would be grealty appreaciated..
