So say I have a AoE Stim C and have 10 people in my party. I use the skill hwo amny charges does it take from the stim? 1 or one per person healed?

1 charge per use. Doesn't matter if there is 1 person or 9999 people, still 1 charge.

So am I correct in thinking you get more xp for these kinds of heals since you are healing more people?
