You need to be specific a bit more. Is this targetted towards PvP or PvE? The answer to your first question depends on the stats of your resources you put into making the pack or the pack itself that you buy then multiplied by your CM effectiveness level. You really wont know till you make a pack or view a pre-made one's stats.
Second of all, why not go both? They compliment each other in both the PvP and PvE realms although like the above poster mentioned its not necessary to Master combat medic to be effective (although with PvE the full duration use of poisons take a pretty good hit on the total amount of damage you do compared to a master).
In PvP the HAM amounts are so low that even crappy poisons can have a decent effect on someone's MIND pool. After the combat revamp that might all change especially if the MIND becomes easily healable. In PvE combat medic alone isn't all that great. The damage we do even against high content npc's isn't all that great compared to other professions even when it bypasses high resist and heavy armor. Its still good for a bit of extra damage but dont expect a Death Watch Wraith to keel over and die in 5 ticks.
One other strength that we have is the healing area. While you can heal yourself just as easily with a stimD as any ranged stim we have it still comes in handy when you're out with friends. During phase 3 and 4 of the village as well as places like the corvette and DWB people adore combat medics. Unfortunately not too many other places share that same respect.
