Does boosting the speed branch decrease the delay between poison/disease applications?

Yes.
The ranged heals, poisons, and diseases are all on the same time. For example, you couldn't apply a poison to someone and then immediately heal a teammate. You'd have to wait.
Increasing medicine speed reduces the wait time.

don't bother. It is the most usless part of the cm tree the diff is 3 vrs 5 seconds with out a pistol. If your not going to master the prof then its quite usless. if you have a scout sliced for speed it might make a differance.
