Advanced components combine to make much stronger final products
Power is how powerfull it will be
With good resources you will be able to get what 4-5 out of a regular Bio effect controler? (haven't made a regular in a long time)
With good resources you could get 22-23 power in a Bio effect controller. or you could up the number of stims in a pack with the same power.
There are similar results with every other advanced component so the advanced are between 4-5 times as powerfull as non-advanced components.

for Combat Medic, the advanced components require very specific resources that rarely spawn with good quality. The regular components take a general type of resource such as "organic" or "non-ferrous metal".
If you are looking to make poisons or diseases, you're gonna want to get advanced components. The regular stuff is gonna only do about 50 damage every tick and the potency will be so bad it might not even stick anyways.
If you are looking to make stims you could go with regular or advanced depending on how useful you want to be supporting your group.
