It actually is broken.
Effectiveness determines the damage done by your poison/disease. Easy test is to throw a poison without wearing the SEA, then throw another while wearing the SEA. If the damage is the same(and I've found it to be the same) then that means the skillmod is broken.

I assure you, he is not assuming anything, the only one around here assuming anything is you. You know what happens when you assume something right?
The neckless is in fact nothing but a decoration and has no effect what-so-ever at this point in time.

I can verify that it is broken, I bought one myself (only 50k so I wasn't too worried), and I've throroughly tested with and without it, and there's no difference in the ticks. It will show up as being active in your skill windows (CTRL S), but the mods don't get calculated in the tick. Maybe someday it will work, but at this time, does nothing other than decorate your neck.
