what the hell are these frogs and what do they do

They're only on Test Center, and they are big blue frog-looking creatures that sit in cities. You talk to them, and they give you free skills, and items. It allows people to quickly get a template they want to test, along with decent weapons to use. It also provides speeders and cash, so a new character can quickly assist in the testing process, rather than spending a few weeks on the server trying to grind up.

They'll be gone again tomorrow--they just needed a bunch of people to help out with testing new patch stuff.

He probably put it here because PsionicHawk put up a post telling people to use the frogs on TC to help out testing there.
