Canany long time doc/medics/cm's give me some kind of detailed explination as to what exatly determines the best out come of using a recourse? Out of OQ and PE which makes the recourse better? And are there any other factores when looking for qaulity recourses?

Depends on what item you are experimenting on. If an item says that effectiveness is 75% OQ and 25% PE that means OQ is quite a bit more important. Sometimes you will see items where it is 33% each OQ/PE/DR so they are all pretty important.

Go to Agent's (doc correspondent) web site and read the crafting guide:

That should help out a lot - it explains resource qualities and formulas etc.

There is a lot of good info there. People underestimate how detailed the crafting system in this game really is
