Probably not much higher without loot. My non-loot 75 CM use area Cs run around 205 effectiveness as a 12-point CM. This compares to around 235 effectiveness on the 90+ CM use area Cs. While other serversmay have better resources (and in fact Scylla has a current Titanium spawn that should give me 2 or 3 more efectiveness), when you're dealing with 90% of ideal or better resources which most servers now have, the differences from server to server will be small.
