when are combat medics allowed the heal mind command?

You can access this by pulling up your skill sheet and clicking on each tree to see what abilities are granted at each level.

This is one of those skills that while cool, I find I rarely use because the damage you recieve is so great. I only use it as a last resort during a heated battle.

And bare in mind, a common mistake most CM's in training make is thinking you can heal your own mind. You cant, you can only heal the minds others and you inflict mind wounds on yourself.
