What is the cooldown time for the bacta spray or bacta toss thingy if i'm 0400 medic?

The cool down timers for both spray and toss is 15 seconds, there is also a 5 second wait from the moment of use before allowing your next special action, which you can spend on another healing ablity, which could allow you to use both Spray and Toss in about 10 second succession

Newbie here (not just to CM but to the game).
I now have Bacta Toss and I've noticed that the Bacta Toss recharge is extremely slow. Do they Improved and Advanced versions of this ability have a faster recharge rate? If not, is there any way to speed it up through items or food?
For the record, I'm going Master Carbineer/Master CM/Doctor 4000

You will get 5 heals from that template, all on different timers and one of them is a HoT (Heal over Time). You will not be worrying about the warmup and cooldown of any particular one of them - believe me 
Master Pistols/Master Doc/CM4000 gets the same set of heals and I've played that. Pretty darn impossible to kill me or my friends if I'm healing them.
I also have 2x Master CM/Master Doc/Pistols0040 (only one 'finished') and I can solo a yellow mission/lair without armour
