Combat Medic Archive

Hello all. Please excuse me for being ignorant. I went through hell and back for resources to build the Action Disease kits. I put it in my toolbar (F4), get within range of the target, hit F4: nothing. Nada. I get closer to the target and run up to it. Hit F4: nothing. Am I doing something wrong here? Thanks in advance.

Do you have the skills required to apply disease? Its the 2nd box up on the far left column I believe advanced ranged healing distance? When you get that skill bot you get the skill apply disease.
