You don't have to kill Lord Nyax (though it's fun to try and kill him - he isn't easy). His followers will drop them as well and they aren't terribly difficult. Lord Nyax is a POI on Correlia.

cleared the place out twice and no necklace 
they sell for 250k max on starsider.

I grabbed me one of these off a Nayx follower and sorry to tell you guys, they wont help a MCM.

Basicly, my theory isthat eitherthe devs capped CM Effectivness at 100, or that the necklase is broken.

A guildmate gave me the one he looted for free.... that being said, it was severely damaged and won't repair with a clothing repair tool... and I haven't noticed my ranged stims or poisons do anything different after I put it on.
