There is a CA on auction on my server for this: Ranged Injury Treatment Speed +15

Does this skill mod work?

Does it help you even if youre a master CM or is there a hard cap? (Im master CM)

Its at 1.2 million right now, and I dont want to throw money away into something that would not be useful/beneficial to me

Some people have done tests that say the skill mods do not work appreciably between novice and master CM.

If it does work, there is a hard cap at +100. I have done those tests myself.

so the cap is 100 so a tape of plus 25 at a lower lvl cm would cap cm use at 100...

I can't find the thread right now....too many searches running. But I think the consensus was that the ranged speed when used by a non master was not noticable enough to justify spending that much money on.
