They are now special abilities/attacks

The icons are the standard abilities which require nothing crafted. The crafted things are enhancers which when used enhance the standard abilities by a certain %.

Click on an icon and you get a DoT or debuff. Click on an enhancer and you get a better DoT or longer debuff. The icon costs nothing and never runs out. The enhancers are consummed like in the old days and can be costly.

normal damage on dots is 200-300....

enhanced damage is 250-350

no....~20% damage bonus is the max. Well tested.

A 1000 effectiveness enhancer gives 15% damage bonus on average. Best enhancers I've seen are 1200 effectivenss.
