I'm pretty sure that means how close people have to be to you (the area affected) to get healed.

Okay, here it is:

Area of Effect (aoe) stims have a Range. This is how far you can throw them. They have an Area Effected. If the area effected is 10, then anyone standing within 10m of the impact point will also be affected, because they are within the "Area of Effect". This area is a circle, with the dead center being the person who is targeted by the stim.

An Example:

You are standing in Theed Cantina, watching the hotties shake their hotness. You notice that the master musician 16m away from you is getting low on action. You drop an AOE Stim A on him. The area of effect is 16. Anyone within 16m of the musician will also be healed by the stim, meaning ALL of the other entertainers.

In this example you could expect to heal as much as 600 action (and health) damage to everyone within the area of a 32m diameter circle. in the case of a pitched battle, you can essentially support an entire army single handedly.

In addition to healing damage very effectively, you can get upwards of 20k med xp an hour on a busy night in a busy cantina.

Bump up to the AOE Stim C and the heal power, range, and aoe is ridiculous.
