I am a MCM/MBH... If I cap my Med warfare and Bio supp. to +25, will that make a difference? Does Combat Medic Effectiveness work?

I don't know that i agree with that. I'm capped on all MCM stats with SEA's. Recently I am having much difficulty landing fire. Maybe 1 in 5 stick. Something is screwed up in my opinion.
Anyone else with this problem?
