A little eplanation here please?
What is the difference between these two SEA's ?
Will both increase my chances to stick Neurotoxin?
Is there a link/site/reposittory that shows what mods increase what CM abilities?

i could be way off, but i believe the effectiveness helps to make it stick and the warfare eff increases the tick.

Medical Warfare Efficiency = Help stick rate on your dots
Combat Medic Effectivness = Useless mod from Pre-CU that now takes up space and has little hope of being converted....
kinda pisses us off that have a full cm med exp suit 
but eh... what are ya gonna do
