Can anyone Disease or Poison a player that is incapped during PvP?

Donald / Esham says I Diseased and Poisoned him while he was incapped and of course hes way off but wanted to see if any of you have been abel to do this.

Its been that way for a while, but a long time ago the poision and disease use to stay with them after they clone. But now it goes away when they clone. I dont see why you shouldnt be able to poision or disease anyone incapped, aren't you going to DB them anyways?

Exactly, I use incapped pets and or people to target my AOE poisons with so I can hit the people that are hiding without having to risk myself doing it...It makes perfect sense that you should be able to do this though, why would them being incapped mean that they are off limits to being used against their teammates? If you don't want to be a target drag your friends behind shelter so they don't hinder you.
