Is this our healing power, or is it how fast we can heal?
If it's power, are there any stats that we might be able to find in SEAs that would increase how fast we can heal, throw poisons, debuff, etc...?

Healing efficency is the healing power mod. I've nabbed some medical warfare SEA's to go with my Nyax necklace to give me +89 from +75 at x/4/x/x CM but I hear it doesn't make much difference at master.

It's a shame really. The diminishing returns on healing efficiency as you progress almost discourages mastery.
The suspected reasoning behind it is to passively cap damage healing. Suppose there is a maximum amount of damage that can be healed. The higher you get, the slower you approach that maximum.
