is this buged like Stem D or what it isn't showing up in my list with the chemical/food tool..

An ranged Heal stems also pls.

OK got Ranged heals.

Still need poison help pls..

Stim D isnt bugged...

You just need a personal crafting terminal to craft it...

/applypoison skill just means now you can use poison packs once you make it...

just like /healdamage allows you to use stims and /healwounds lets u use woundpacks...

How do I make the poison packs? an what tool is used?

You need to be near a personal food and crafting station (Not the one's in towns those are public, the ones in peoples houses). You also use the food and crafting tool by the food and crafting station, for it to show up in the crafting list.
