Combat Medic Archive

I just made it to Master Combat Medic, but for some reason my chemical and food crafting tool will only let me create A and B level poisens and stimpaks. I have tried crafting next to a public food and chemical crafting station and still was unable to do it. Could someone please explain to me what I am doing wrong.

try a personal food and chemical crafting station inside someones house, or in a droid.
