Is it true that a combat medic can estinguish fire and heal poison? Is it also true that they can heal their minds?

If so at what levels of CM can they do so?

If so at what levels of CM can they do so? CMs get the ability to heal other people's minds at the 4th box of ranged healing speed.

These are Doctor Skills, not Combat Medic.
