Funny you should ask this, as the post on the top of the forums when you posted answered that (the one right below yours).

For individual poisons, you can use them all, so you if you want "the very best" you are looking at approximately 400 effectiveness. This assumes 1000 across the board resources, and I'm sure has never been made without loot drops. A more reasonable "best mind psn with use 75 made", I would estimate about 350 is the soft cap. About 320-340 would be considered good though.

For area poisons, 200 effectiveness.You might find better, but it will be very tough. See:

Now finding a vendor, that's another problem entirely. Since you are looking for mind poison you will probably be okay, but you might want to start looking around earlier rather than later. CM vendors can be hard to find sometimes...

Damage-wise you can use any single poison C. Good damage on these is anything with an effectiveness over 320 using enhanced components but no loot drops. If the vendor is really good, you can find something over 340.

For area poisons, if you want to use a C, it has to be experimented down. I can't remember exactly off the top of my head, but look for something above 140 effectiveness, which is what a good area B should have. 155 would be excellent.

Edit: Ok, just checked...... using very good stuff but not the best of the best...I made a 180 effectiveness area C with a med use of 75.
