in short yes.
i've pvp'd with just about every combo of partial CM, speed is a nice bonus, it's the effectiveness that comes with mastery that you'll miss most. while they won't be ticking for 600, it will give you a considerable edge if the people you're fighting don't have a good doc. i find the speed to only be an issue when doing support for a group that's taking a serious beating. with my skill tapes, i can almost throw something as fast as the delay on the throw animation. since i spend most of my time healing, i find this speed VERY useful, but i doubt you'll be regularly needing to heal on a 2 sec delay. if you're mainly interested in providing support for a group, then you definately would find the speed useful. if you have the cash, get yourself some speed and effectiveness mod items, you'll find the increased effectiveness very useful for offense and defense. while it's definantely a good bonus to have, it's not needed to use the class well, and with rifles, you will be quite formidable.

I was 4004 with my other character. I do not think it is worth doing now. When he had it, poison incapped. Now that it doesn't you need more power. Master Combat Medic will triple your damage output and range.

Non-masterCM can definitely be worth it, if you invest the rest of your skillpoints wisely. Although if you're not into PvP, I don't know why'd you consider CM at all...
I'm 4-3-0-4 combat medic, and can use single target C poisons and diseases, and area Bs (I find area Bs to be more effective than Cs with the use experimented down, although your mileage may vary). The main issue with the speed line is healing yourself -- doctor heals (states, poison/disease, damage) all seem to function on the same timer as throwing poison/disease. I can live with waiting 3 seconds or so to heal myself, but if that goes up to 6 seconds there's a chance that I'll take a tick from someone else's poison... And that would be bad.

Um, MCM doesn't even come close to tripling the damage output of a 4-x-x-x CM.
100 combat medic effectiveness means you do double your pack's effectiveness per tick. So 600 damage from a 300 eff. pack.
75 cm effectiveness at 4-x-x-x will yield 525 damage per tick from that very same pack. And you lose about 5-8m of range. And, if you get some skilltapes (or a nyax necklace) you can narrow that gap, because CM effectiveness is supposedly capped at 100.

word is that they are gonna balance out the CM so that the Masters are the only thing worth doing, just like they did to the Creature Handlers.

When I was a Master CM with a Nyax Necklace, all my poisons and diseases did slightly more than double the effectiveness, leading me to believe that yes, effectiveness tapes do work.
However, I am preparing a quantitative analysis using multiple very large effectiveness tapes...I will be testing whether they work...and whether 125 is the actual cap.
