Has anyone else noticed that with the last patch came delayed speech?

I have noticed after I throw a stim or a poison, and say something or even use tell to talk to someone, that the speech or whatever I typed is on the SAME 4 second timer as my thrown items.

Why do I have to wait 4 seconds to talk after i throw a Heal. So not only do I now have to wait to watch the animation I also have to wait to talk.
