Checked the FAQ, didn't see it there.
How exactly do enhancers work (do I use the ability and it automatically uses the enhancer, or do I use the enhancer, or...?)
What do they do for heals, debuffs, and DOTs (extend duration, increase damage, increase effectiveness, increase hit chance?)
What stats should I be looking for in an enhancer that would be considered top-quality?

You have to actually use the enhancer itself, I learned this the hard way. Hotkey the enhancer, and you will use it instead of your highest level ability. Makes a lot of sense at lower levels, not so much at higher, sine you can heal more with high level heals than with top grade enhancers.
As for what they do, well, For heals, they increase your ability to heal. For everything else, they do nothing, and dont seem to be worth buying. As for top quality, I wont buy enhancers with stats under 750, and I prefer ones with stats over 1000.

So wait, an Enhancer for healing is basically just like a Stim in that it is a disposable heal (ie it uses an item)? I don't really get what you mean by it not being worth it at higher levels though. It still increases the heal by the same amount, doesn't it?
And I thought I heard enhancers extend the duration of certain debuffs (does it do so for Paralyze? That'd be great), and DoTs.

Enhancers can increase duration of debuffs up to 10%. You can get the following Enhancers for CM:
Neurotoxin - Duration and Chance to increase Power
Deuterium Toss- Duration and Chance to increase Power
Traumatize - Duration
Thyroid Rupture - Duration
Bacta Toss - Power
Bacta Spray - Power
To use an enhancer, either click on it from your inventory, or from a toolbar pane, or click on the guide in my sig to find out how to bind them to a key.

Awesome, thanks.
Just thinking about it, a pretty good way to use enhancers with a macro would be this:
For Bacta Spray:
/ui action toolbarPane02;
/ui action toolbarSlot00;
/ui action toolbarSlot01;
/ui action toolbarSlot02;
/ui action toolbarSlot03;
/ui action toolbarSlot04;
/ui action toolbarSlot05;
You can add more too. And then put Bacta Spray Enhancers in the first 6 slots of that toolpane. You'll get a little spam, but you'll be able to use it 6 times without having to reload your toolbar every time.
You can make a different macro for each type of Enhancer. So one for Thyroid Rupture could either be on another toolbar pane, or you could just use the bottom half of the 02 pane.

If you download the macros.txt file in my guide all the macros are there for you.
