Please compare yourself vs competent players. These are the damage #s from a COMPETENT rifleman, a class that's bascially considered gimpy in most respects. Most people PvPing have ZERO idea what they're doing or how to min/max.
10,000 damage AE with a Laser Rifle. Now that the T21 is powered up again, expect much more and more armor piercing.

a Master Carbineer can kill you in 3 sec flat. that is with 75% damage reduction. that's 1vs1
depending on luck with pools hit, it would take 5-10 seconds to kill a whole group.
crippling shot is not the strongest attack of a carbineer in PvP.
i know that, i am one.
and i have personally witnessed a Master Carbineer incapping someone in 3 shots within 3 seconds and she did not get lucky on pools hit because it did not matter.
if you need another hint: the damage diplayed was the bugged '1'
if you opponent can get up imeditately, why do you use charge shot?
and a Laser Carbine is not an amazing gun.

10 second Rifles shoot that fast.
Please review the various threads concerning weapon speed.
Master Rifleman gets +90 rifle speed = 90% delay reduction = 10 sec = 1 second
And please,if you're making balance posts reemember you should be a Master level char with master crafted weapons with all advanced components with a master (30%-40%) slice and +30% powerups. it will not take any of you more than 1 month to reach master level or achieve all of these conditions. Think long term in terms of class balance.
I haven't evenaddressed what you can do with AE weapon attacks and +20 skill enhancers, master level doc buffs, spice, and Tatooine Sunburn.
I very much agree. CMs spend more combat points than the elite brawler/marksman classes, and even then they need to take master chemist or getDoctor-made schematics to maximize effectiveness.Don't forgetthe harvesting, and careful crafting of each offensive component.
I still get my ass whooped against combat classes who spend the same amount of skill points as I do, in open combat. It's not always as easy as some CMs make it seem,to keep out of LoS but within 40m. I generally prefer PvPing in a group now, because it makes me more effective than if I were alone, and it makesthe whole groupmore effective just having me. And I think that's the CM's niche.
