What are the resist rates in PvE? Are they one percentage across the board with all NPCs and MOBs the same? Are some mobs more resistant than others? Are some NPCs more resistant than others?

resistrates are effected by potency.
general consensus is to get at least 80 potency on your packs to have decent non-resist-rates.
