I last did this 2 days ago and it wasn't fixed. You never know when they will stealth something in, though. Then again this would be a fix, not a nerf, so you are probably safe in assuming that it isn't fixed.

the way to get yourself and everyone else is to position yourself just outside of smal stimpack range, and then fire off a heal at your target (like 7 m or more, but inside 15m).

If you have an area heal in your pack it will heal everyone in range, including you if you are close enough.

This may take a bit of practice to get just right (just so you don't give the target a small stimpack instead) but now that i amused to it,i can do that whenever i need to without failing.

I know this isn't the fix you were looking for, but it's a temporary way to do what you guys were asking for.
