It depends on whether you want to focus on PvP or PvE to some extent.

For PvE, carbines (for their crowd control specials) or pistols (do the most damage to health) are best. If you solo with a pet, pistols complement the pet the best.

For PvP, rifles are the best. You are going to drop your opponent via mind. So between mind poisons, minshot, and headshot, the most effective way to do that is with a rifle. You won't be able to spam headshot (though with a low HAM cost DLT20a you probably could), but tactical use of rifle specials will probably get you farther in PvP than spamming boyshot or legshot all day long (at least against someone carrying 400 power Stim-Bs).
