Im MCM / Doc 4000,so I heal around 700-900 using bacta toss. I Also use improved infusion which constantly heals for 150 every 3 seconds (So thats 1500 damage healed in 30 secs). With this template, my healing eff is 155. Let me comment, It's very hard work when trying to keep everyone in your group alive while having everything agro you. I usually end up draining mind in no time and get incapped.
Two things need to be done here:
1. Increase healing power by atleast 50%.
2. Drasticly lower agro while using bacta spray.
If not then they need to replace /taunt with bacta spray since BactaSpray = 10x(Taunt). Combat Medic shouldn't have to be the tank, thats plain nonsense. CM are supporters to the tanks.

I am 4/4/2/4 and it seems to me (limited experience so far) that with a full group you need at least 1 healer for every 3-4 people. When we had groups of 20 in the old system, I had no problem keeping 18-20 alive even me being the only healer at my level.
So I guess we have to re think our healing abilities. I would suggest that we not tout ourselves as the healers we once were. We need a couple CMs or even a doc in a group of 7 against high level mobs now.

My main issue when healing a group is the cool down time. I try to only use Bacta toss due to being a level 22 and in a level 80 group I get killed pretty fast when agroed. Having to wait so long between Bacta Tosses is crazy since players are being hit faster than I can heal, not to mention I never seem to have time to poison. With the new way MOBs agro if I attempt to use Bacta Spray I am most likely going to get incap.

Actually any medic with med augmentation (MEDIC 4/0/0/0) can buff. There is no pre-req. for CM that has any buffing ability in it.
