I have REZ'd multiple people, as SF, they were as well, and have never had a problem.
It seems to be a bug with all wind up skills (any that use the bar). There is no feedback, but I assume they are failing because the system thinks you moved. Its like so many times under the old system when I would try to do somethng after I stopped moving and wtill got the message "you must be standing still to do this". Evidentally stopping movement is figured server side, and just because your stopepd in your client does not mean youa re stopepd on the server. Even the slightest turn or movement would cause several seconds before you could do an action that you had to be still for in old system. I think those problems transfered here.
This is a really big problem I even asked about in CU forums before it was live with no notice taken.

Dont think this is right, after all we do have they Hypocratical Oath we take as Doctors, we should be able to heal anyone regardless if there On leave or Special Forces...

But with the rez. Even both factions being on leave or the same faction to the same level etc.... Rez almost alwase fails the first try. Id even put odds on it. As long as the timmer takes and how easy it is to break the timmer this should not fail. The way it is now at least double the timmer and have it work in one shot so i at least save the mind cost.

Ummmmm...you do realize that the Hypocratic Oath says, among other things...
"I will prevent disease whenever I can."
So, if there was on profession that runs counter to the "do no harm" philosophy of the Hypocratic Oath it is the Combat Medic who use theirskills not only to healtheir allies, but to infect, poison, burn, shock, and paralyzetheir enemies.
