One opf the things that this plan assumes is that the cost of the special is being taken from the actual amount of HAM avaliable AND the over HAM of the player.
For instance. If I have 1000 action points and I decide to use a special that uses 100 HAM, I will now effectively have a 900 action ham until I regenerate.
Now let's say I have this same 1000 HAM and I have been poisoned and have only 60 points available. At that point would I still be able to perform a special? The theory is yes I would since the special is taking away from the base HAM of 1000 and not the 60 points I have left. In this case poisons would effectively be worthless as anyone could still run around and SPAM 10 more specials before their HAM was low enough to keep them from doing it anymore.
Now if the game looked at it first and determined that you had to have at least 100 points to the good BEFORE you could perform the special, then that might work out correctly. I am not sure how this is working though, can one of you correspondents check that?

Do you know (and are able to tell us without having to kill us) if the reason they recalled this change on TC had anything to do with our poisons not being able to keep players from performing specials? They said in the patch notes it was removed to allow for further balancing, which seems to imply to me that they are either:
1.) going to scrap the system entirely. I dont like this one, because i like the change in the gameplay dynamic this would bring.
2.) going to do a significant overhaul of how the system works. This could be acceptable.
3.) going to do an overhaul of systems related to this system (i.e. poisons) to correct the balance issues. This could mean that our DoT's will be given their bite back, but who knows.
4.) Some combination of 2 & 3.

I do not have any idea as of right now. I suspect that the regen on the HAM bars is too fast. That's only suspicion though, sorry, but no firm answer for ya.
Of the options you give, I suspect #2. We will see though.
