In group PvE it is useless except for our area and ranged heals as the MOB will go down before any of your dots or debuffs will be able to do any good but be careful as healing creates lots of hate and you will end up with all the MOBs agroed on you if you aren't careful (and even if you are careful sometimes).
In high level PvE it is okay as your dots will definately keep the MOB from regenerating health too fast and heals for you and your group are great but currently the debuffs (except for elecrolyte drain which is great for kiting) don't work like they should against elites IMHO (well the debuffs work fine but regen on high level marks is just too high for our debuffs to do any good).
In solo PvE it is nice as your dots and thyroid drain will help you with damage, electolyte drain will keep them out of range (makesureyoudon't run too far from their spawn point or they will retreat and regen everything)and heals will keep you up.
In PvP it is great when used properly, it is not an instant I win button. You have to manage your mind and action where everyone else only has to keep track on action (with the exception of jedi who have to look at both as well). You have to know when and why and how to use certain debuffs and make sure that you always have them on. In group PvP you have to do all this with several opponents. If you can keep track of all this then MCM is an awesome template, if not just get 4000 for the heals and use your skillpoints somewhere else like everyone else.
