Shouldn't have to wait quite that long. Here is a history of eleton on Scylla since December 2003:

So we have seen eleton about once every5 weeks with a couple of long gaps (with a 7 month gap between "good" spawns). This list may not be comprehensive, so it could have been more often.
The trick with any resource is knowing what's on all the planets. I really feel for servers where consistent Dathomir and Endor (or Talus for that matter) data are not available.
