Nothing is official until they post it on thereleases page.
Anything on test center is just that, testing. Nothing official. Just because you assumed the release was today doesn't mean the developers owe you any announcement to the contrary.

1. We will be making the following changes on Test Center on Thursday, July 8th (today):
•Combat Medic: Added a minimum throw time to combat medic apply disease and apply poison
•Combat Medic: Corrected a bug that allowed combat medics to throw at twice the range listed on poisons and diseases
2. These changes will go to live servers on Tuesday morning, so for those of you who will be on Test Center, testing this weekend, we really want your input.
I encourage everyone who is passionate about this issue to get out there and test away and post your results here.
We can and will continue to address this situation as needed once it goes to live. Let us know how you feel about the changes, how they worked and how you think will improve or degrade the Live server PvP experience.

I didn't assume anything. Just because YOU are not current on the Developer's announcements and news does not give you the right to criticize other people.
Thanks Pahd, for copying and pasting. I was getting ready to do so, in order to enlighten our "friend" rexan...but you already posted it for me.
Edit: I take back some of the anger at the Devs. I finally made it home from work, and logged in. On the patch notes portion of the login screen, it announced that the patch would be released tomorrow. So they did announce it...just not where forum-browsers could see.
