Can't we see private clinics or taverns outside cities?

Since they are classified as "civic" structure, they take lots, they need special proffessions.

well, I think you answered your own questions...

I usually refrain from calling them "civic" structures, however that's exactly why they have to be placed in cities. you can always start a clinic or tavern with regular houses, but hospitals, cantinas, and theatres are structures semi-tied to player cities... like a reward for achieving a certain rank.

/agree

There has to be a reason for a city to try and grow and the civic buildings are part of that. It is also possible to have a private cantina or clinic in a house as opposed to these buildings. In our city we have two of each. We have a cantina and a hospital that are the normal civic structures. We also have a bar and a clinic that are set up in regular houses.

There only difference really is that your wounds won't go away from sitting in a house like it does the med center but our little clinic usually has a doctor in there to help people out.

Like it is hard to get Novice Politician, to put a city , to put cantina and medical center than to destroy city. Com'on, it is just a building and "proffession" needed and "lot required" unlike other "civic" buildings, they are not "civic", they are "personal" buildings.

your city needs certain ranks to get these strcutures placed. if someone can afford the skillpoint/money requirements to start their own city, can recruit enough people so the city goes up the ranks, a slot opens up for that rank, and really wants their own cantina/hospital/theatre, then I say go for it. otherwise it's unrealistic for most people to start a city just to place them.
